The two overlap but are not interchangeable. SOC 2 is an AICPA attestation issued under SSAE No. 18 by a licensed CPA firm, chosen voluntarily to reassure customers. HIPAA is enforced by the US Department of Health and Human Services Office for Civil Rights and applies whenever you handle protected health information as a covered entity or business associate.
There is real overlap in controls. Many SOC 2 safeguards, such as access control, encryption, audit logging, and incident response, map closely to the HIPAA Security Rule. An auditor can add HIPAA criteria to a SOC 2 examination, producing a SOC 2 plus HIPAA report that covers both in one engagement. That report still is not a government certification.
HIPAA also has requirements SOC 2 does not force. You must sign business associate agreements, complete a documented HIPAA risk assessment, and honor patient rights around their data. Per HHS Office for Civil Rights guidance context, HIPAA risk assessments and audits run roughly $2,000 to $50,000 depending on scope. None of that is automatic just because you hold a SOC 2.
